What happened to the easter egg?

who’s the guy who absorbs electrical currents?

I doubt it’s the same guy from the future novel, face looks different and I don’t think that guy had a nose ring. Plus this character absorbs electrical currents causing blackouts, doesn’t seem he can generate electrical sparks like the other guy.
Does he remind anyone of Powder from that old movie?
is he the same guy with the lightning power from the Walls arc(when u see peter and hiro from the future)?
